The labour force has changed a great deal over the last few decades: in families, both spouses are active in the labour market and raising their children, and they may also be acting as informal caregivers. In addition, the labour force is shrinking, and workers’ expectations are different from those of previous generations. To address these realities, guidelines must be established to help organizations promote work-family balance and thereby attract workers.
The BNQ 9700-820 standard is for all kinds of organizations (private, public and other). Since its initial release in 2010, it has become a vital reference document on work-family balance. The standard sets out requirements necessary for work-family balance in keeping with the characteristics and realities of organizations and their workers.
Work-family balance is defined as the search for a balance between the demands and responsibilities of one’s working life and those of one’s family life. Work-family balance measures and practices are categorized as follows:
managing work-family balance;
flexibility in work organization;
work scheduling; vacation;
flexibility in the workplace;
goods or services provided in the workplace.
The BNQ 9700-820 standard has been developed through the initiative of the Québec Ministère de la Famille et des Aînés, and its goal is to make work-family balance an integral part of human resources management in organizations.

Certification under the BNQ 9700-820 standard provides organizations with numerous benefits. It enables organizations to assure its staff that management is determined to implement good organizational practices that promote work-family balance and to ensure that those practices are sustainable, to attract and retain skilled labour while being competitive in the “talent race,” and to take advantage of the BNQ certification mark in promotional activities. The certification process is divided into four simple steps, in which the program officer manages the application from start to finish and answers any questions the organization may have regarding work-family balance and certification.
